DSIRDA (Dholera Special Investment Region Development Authority) is the statutory planning and land authority, the body with legal planning power over the region. DICDL (Dholera Industrial City Development Ltd) is the special purpose vehicle (SPV) that actually builds the city, incorporated on 28 January 2016, with its registered office in Sector 11, Gandhinagar. That 'largest' claim is a reported superlative rather than a precise, audited measurement, so we present it as such.
